It is also to outline challenges and opportunities in this area, in particular, to the United Nations (UN) and World Bank Group (WBG) understanding of security sector governance, and to their efforts to prevent conflict.<\/p>\n<p>To meet those two requirements, this policy paper has formulated the following core research questions:<\/p>\n<p>\u2013\u00a0First, how is informality embedded in formal institutions; how does it influence the way the latter functions, and with what implications for reform efforts?<\/p>\n<p>\u2013\u00a0Second, how do non-state security actors interact with, and seek to influence (openly or covertly), the formal security institutions of the state?<\/p>\n<p>\u2013\u00a0Third, how do political elites and other power-brokers instrumentalise security institutions to consolidate their grip on power and negotiate the contradictory political terrain between formal and informal orders?<\/p>\n<p>\u2013\u00a0Fourth, what is the impact of hybridity on the security and entitlements of citizens in African states and, in particular, on populations in situations of vulnerability, social exclusion and inequity?<\/p>\n<p>\u2013\u00a0Fifth, how does one build viable and accountable institutions in a context characterised by hybridity and informality?<\/p>\n<p>Written by Professor Eboe Hutchful, Executive Secretary of the ASSN, and Dr. Niagal\u00e9 Bagayoko, Chair of the ASSN, this policy note can be read in full here\u00a0:\u00a0<a href=\"https:\/\/bit.ly\/ASSN65\">https:\/\/bit.ly\/ASSN65<\/a><\/p>\n<p><b>FR<\/b><\/p>\n<p>L\u2019objectif principal de cet article est de d\u00e9crire l\u2019\u00e9tat d\u2019avancement des syst\u00e8mes de s\u00e9curit\u00e9 hybrides sur les diff\u00e9rents terrains o\u00f9 l\u2019hybridit\u00e9 est construite, instrumentalis\u00e9e et recalibr\u00e9e au fil du temps et dans le monde entier.
