\"\"<\/a>The main objective of this policy note is to describe the state of play of hybrid security systems on the varied terrains on which hybridity is constructed, instrumentalised and recalibrated over time and around the world. It is also to outline challenges and opportunities in this area, in particular, to the United Nations (UN) and World Bank Group (WBG) understanding of security sector governance, and to their efforts to prevent conflict.<\/p>\n

To meet those two requirements, this policy paper has formulated the following core research questions:<\/p>\n

\u2013\u00a0First, how is informality embedded in formal institutions; how does it influence the way the latter functions, and with what implications for reform efforts?<\/p>\n

\u2013\u00a0Second, how do non-state security actors interact with, and seek to influence (openly or covertly), the formal security institutions of the state?<\/p>\n

\u2013\u00a0Third, how do political elites and other power-brokers instrumentalise security institutions to consolidate their grip on power and negotiate the contradictory political terrain between formal and informal orders?<\/p>\n

\u2013\u00a0Fourth, what is the impact of hybridity on the security and entitlements of citizens in African states and, in particular, on populations in situations of vulnerability, social exclusion and inequity?<\/p>\n

\u2013\u00a0Fifth, how does one build viable and accountable institutions in a context characterised by hybridity and informality?<\/p>\n

L\u2019objectif principal de cet article est de d\u00e9crire l\u2019\u00e9tat d\u2019avancement des syst\u00e8mes de s\u00e9curit\u00e9 hybrides sur les diff\u00e9rents terrains o\u00f9 l\u2019hybridit\u00e9 est construite, instrumentalis\u00e9e et recalibr\u00e9e au fil du temps et dans le monde entier. Il s\u2019agit \u00e9galement de souligner les d\u00e9fis et les opportunit\u00e9s dans ce domaine, en particulier pour la compr\u00e9hension de la gouvernance du secteur de la s\u00e9curit\u00e9 par les Nations unies (ONU) et le Groupe de la Banque mondiale (GBM), et pour leurs efforts de pr\u00e9vention des conflits.<\/p>\n

Pour r\u00e9pondre \u00e0 ces deux exigences, ce document d\u2019orientation a formul\u00e9 les questions de recherche fondamentales suivantes :<\/p>\n

\u2013 Premi\u00e8rement, comment l\u2019informalit\u00e9 est-elle int\u00e9gr\u00e9e dans les institutions formelles, comment influence-t-elle le fonctionnement de ces derni\u00e8res et quelles sont les implications pour les efforts de r\u00e9forme ?<\/p>\n

\u2013 Deuxi\u00e8mement, comment les acteurs non \u00e9tatiques de la s\u00e9curit\u00e9 interagissent-ils avec les institutions formelles de s\u00e9curit\u00e9 de l\u2019\u00c9tat et cherchent-ils \u00e0 les influencer (ouvertement ou secr\u00e8tement) ?<\/p>\n

\u2013 Troisi\u00e8mement, comment les \u00e9lites politiques et les autres d\u00e9tenteurs du pouvoir instrumentalisent-ils les institutions de s\u00e9curit\u00e9 pour consolider leur emprise sur le pouvoir et n\u00e9gocier le terrain politique contradictoire entre les ordres formels et informels ?<\/p>\n

\u2013 Quatri\u00e8mement, quel est l\u2019impact de l\u2019hybridit\u00e9 sur la s\u00e9curit\u00e9 et les droits des citoyens dans les \u00c9tats africains et, en particulier, sur les populations en situation de vuln\u00e9rabilit\u00e9, d\u2019exclusion sociale et d\u2019in\u00e9galit\u00e9 ?<\/p>\n
