\"\"The \u201cHybrid Security Governance Observatory\u201d (HSGO) is designed to address the \u201cdata gap\u201d on security governance in Africa by documenting and sharing top-down and bottom-up information on security governance in Africa. The HSGO thus aspires to be an electronic reference resource, the first of its kind in the region. It is articulated around the concept of \u201cHybrid security governance\u201d which is \u201ccharacterized by the coexistence and interaction of multiple state and non-state providers of security, as the state shares authority, legitimacy and capacity with other actors, networks and institutions across the formal\/informal divide\u201d.\u00a0 This concept provides a foundation for developing a more informed and realistic understanding of decision-making processes and power distribution in African security sectors.<\/p>\n

More broadly, the HSGO seeks to provide a valuable and potentially transformative contribution to understanding African security governance through the provision of reliable and actionable data on security sector structures, deficits and trends in Africa, identifying through this the foundation of state (in)capacity to provide security on the African continent.<\/p>\n

L\u2019Observatoire de la gouvernance hybride de la s\u00e9curit\u00e9 (HSGO) est con\u00e7u pour combler le \u00ab manque de donn\u00e9es \u00bb sur la gouvernance de la s\u00e9curit\u00e9 en Afrique en documentant et en partageant des informations de la base vers le sommet et l\u2019inverse sur la gouvernance de la s\u00e9curit\u00e9 en Afrique<\/p>\n

Le HSGO aspire donc \u00e0 devenir une ressource de r\u00e9f\u00e9rence \u00e9lectronique, la premi\u00e8re de ce type dans la r\u00e9gion. Il s\u2019articule autour du concept de \u00ab gouvernance hybride de la s\u00e9curit\u00e9 \u00bb qui est \u00ab caract\u00e9ris\u00e9 par la coexistence et l\u2019interaction de multiples fournisseurs de s\u00e9curit\u00e9 \u00e9tatiques et non \u00e9tatiques, l\u2019\u00c9tat partageant l\u2019autorit\u00e9, la l\u00e9gitimit\u00e9 et la capacit\u00e9 avec d\u2019autres acteurs, r\u00e9seaux et institutions \u00e0 travers le foss\u00e9 formel\/informel \u00bb.\u00a0 Ce concept fournit une base pour d\u00e9velopper une compr\u00e9hension plus inform\u00e9e et r\u00e9aliste des processus de prise de d\u00e9cision et de la distribution du pouvoir dans les secteurs de la s\u00e9curit\u00e9 en Afrique.<\/p>\n

Plus g\u00e9n\u00e9ralement, le HSGO cherche \u00e0 apporter une contribution pr\u00e9cieuse et potentiellement transformatrice \u00e0 la compr\u00e9hension de la gouvernance de la s\u00e9curit\u00e9 en Afrique en fournissant des donn\u00e9es fiables et exploitables sur les structures, les d\u00e9ficits et les tendances du secteur de la s\u00e9curit\u00e9 en Afrique, identifiant ainsi les fondements de l\u2019(in)capacit\u00e9 des \u00c9tats \u00e0 assurer la s\u00e9curit\u00e9 sur le continent africain.<\/p>\n
