{"id":8779,"date":"2026-06-09T11:16:16","date_gmt":"2026-06-09T11:16:16","guid":{"rendered":"https:\/\/africansecuritynetwork.org\/HSGO4\/?page_id=8779"},"modified":"2026-06-10T18:37:38","modified_gmt":"2026-06-10T18:37:38","slug":"home-2","status":"publish","type":"page","link":"https:\/\/africansecuritynetwork.org\/HSGO4\/index.php\/home-2\/","title":{"rendered":"Home"},"content":{"rendered":"\t\t<div data-elementor-type=\"wp-page\" data-elementor-id=\"8779\" class=\"elementor elementor-8779\" data-elementor-post-type=\"page\">\n\t\t\t\t<div class=\"elementor-element elementor-element-305dfe1 e-flex e-con-boxed e-con e-parent\" data-id=\"305dfe1\" data-element_type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-d04126d elementor-widget elementor-widget-heading\" data-id=\"d04126d\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Qui sommes nous?<\/h2>\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-2091531 e-flex e-con-boxed e-con e-parent\" data-id=\"2091531\" data-element_type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-5dfe953 elementor-widget elementor-widget-text-editor\" data-id=\"5dfe953\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p class=\"p1\">L&#8217;Observatoire de la Gouvernance Hybride de la S\u00e9curit\u00e9 (Hybrid Security Governance Observatory\/ HSGO) se fonde sur le concept d\u2019hybridit\u00e9, forg\u00e9 par\u00a0<a href=\"https:\/\/www.academia.edu\/1395786\/Hybrid_political_orders_not_fragile_states\"><span class=\"s1\">Volker Boege<\/span><\/a>, selon lequel une grande diversit\u00e9 d\u2019institutions\u00a0<strong><span class=\"s2\">informelles<\/span><\/strong>\u00a0et d\u2019institutions\u00a0<strong><span class=\"s2\">formelles<\/span><\/strong>\u00a0interagissent, de mani\u00e8re compl\u00e9mentaire ou concurrente, et influence l\u2019\u00e9laboration des politiques publiques.<\/p><p class=\"p1\">Inspir\u00e9 de cette approche, le concept de\u00a0<a href=\"https:\/\/www.africansecuritynetwork.org\/HSGO\/securite_hybride.html\"><span class=\"s1\">\u00ab s\u00e9curit\u00e9 hybride \u00bb<\/span><\/a>\u00a0se penche plus sp\u00e9cifiquement sur la fa\u00e7on dont les acteurs, les normes et les r\u00e9seaux non \u00e9tatiques concurrencent ou, au contraire, compl\u00e8tent le p\u00e9rim\u00e8tre d\u2019intervention des institutions \u00e9tatiques : en Afrique, ces interactions entre institutions formelles et informelles structurent en effet la gouvernance de la s\u00e9curit\u00e9 dans les environnements stables comme conflictuels.<\/p><p class=\"p1\">Ce site se propose ainsi de saisir le caract\u00e8re hydride de la s\u00e9curit\u00e9 \u00e0 travers :<\/p><ul><li class=\"p1\"><strong>les interactions concurrentes ou coop\u00e9ratives de prestataires de s\u00e9curit\u00e9 \u00e9tatiques et non \u00e9tatiques, d\u00e9tenteurs \u00e0 divers degr\u00e9s d\u2019autorit\u00e9, de l\u00e9gitimit\u00e9 et de pouvoir ;<\/strong><\/li><li class=\"p1\"><strong>la coexistence de normes et de processus d\u00e9cisionnels l\u00e9galement \u00e9tablis ou \u00e0 l\u2019inverse non codifi\u00e9s ;<\/strong><\/li><li class=\"p1\"><strong>l\u2019influence de r\u00e9seaux structur\u00e9s ou \u00e0 l\u2019inverse non officiels.<\/strong><\/li><\/ul><p class=\"p1\">L\u2019objectif est ainsi de proposer une cartographie exhaustive ainsi qu\u2019une analyse des diff\u00e9rentes composantes de la gouvernance hybride de la s\u00e9curit\u00e9, mais aussi de cr\u00e9er une plateforme inclusive pour favoriser le dialogue et la compr\u00e9hension mutuelle entre les diff\u00e9rents acteurs qui interviennent dans le champ de la s\u00e9curit\u00e9 africaine.<\/p><p class=\"p1\">Cet espace se veut donc \u00e0 la fois source d\u2019information et laboratoire d\u2019id\u00e9es pour les citoyens, les ONG, les chercheurs, les journalistes et les d\u00e9cideurs, int\u00e9ress\u00e9s par la s\u00e9curit\u00e9 du continent africain au niveau local, r\u00e9gional, national et international.<\/p><p class=\"p1\">S\u2019appuyant sur les\u00a0<a href=\"https:\/\/www.africansecuritynetwork.org\/assn\/institutional-mapping\/\"><span class=\"s1\">travaux r\u00e9alis\u00e9s ant\u00e9rieurement par l\u2019ASSN<\/span><\/a>\u00a0et sur les premi\u00e8res \u00e9tudes de cas du Mali et du Soudan du Sud, l&#8217;Observatoire de la gouvernance hybride de la s\u00e9curit\u00e9, d\u00e9velopp\u00e9 dans le cadre de l\u2019Alliance\u00a0<a href=\"https:\/\/justfuturealliance.org\/en\/\"><span class=\"s1\">Just Future<\/span><\/a>, entend s\u2019\u00e9largir progressivement au Niger et \u00e0 la R\u00e9publique d\u00e9mocratique du Congo (RDC), avant de s\u2019\u00e9tendre \u00e0 d\u2019autres pays africains.
