Eastern DRC: prisoner exchange still blocked

Neither the DRC government nor the AFC-M23 rebels have proceeded with the prisoner exchange agreed upon in Switzerland. Kinshasa was to release 311 AFC-M23 members while the rebellion was to release 166 government-affiliated persons, but the April 27 deadline has passed with no action taken.
